Tropical Storm Washi, locally known as "Sendong", hit the major southern island ports of Cagayan de Oro and Iligan and flooded local areas. Nearly an inch of rain caused already swollen rivers to overflow their banks, according to reports from the Agence France-Presse.

Many residents never had a chance to evacuate because warnings issued at 2:30 a.m. local time when residents were sleeping, the AFP reports.Over 700 families in 12 villages have been displaced because of the flooding, according to a statement form the Philippine Red Cross Operation Center in Manila. The Red Cross also confirmed that 15 persons killed, 100 others missing and 20 more others injured in Cagayan de Oro City alone.
